The term "Political Charity" reminds many people about the teaching of Giovanni Battista Montini, Pope from 1963 to 1978 known under the name of Paul VI, who has been blessed and canonized saint by his successor between 2014 and 2018. In 1971, on the occasion of the 80th anniversary of the encyclical Rerum novarum, published in 1891 by Leo XIII and unanimously considered the beginning of contemporary Catholic teaching on society, Pope Montini's Octogesima adveniens letter gave a particularly nice definition of this expression (which finds the equivalent one in the other expression preferred by the young Montini, namely “Intellectual Charity”): "Politics is a demanding way - but not the only one - of living Christian commitment in the service of others. Of course, it does not solve every single problem, but it tries to give solutions to relations between men. Its sphere is wide and involving and not exclusive. An intrusive attitude, tending to be even worse, could be a serious danger. Even though the autonomy of political reality is recognised, Christians, demanded to go into this field of action, will strive to achieve coherence between their options and the Gospel and to give, even in the midst of legitimate pluralism, a personal and collective witness of the reliability of their faith through efficient and selfless service to men". The expression is careful and balanced, given the dynamic between the independence of temporary situations, adopted by the Second Vatican Council, and the permanent evangelical need. It well sums up the life of Montini, from his family origins to his work among university students and young Catholics between the two world wars, up to his employment in the Vatican at the heads of the Secretariat of State, as Archbishop of Milan and finally as Pope. Against the dramatic backdrop of twentieth-century modernity, the need for the commitment required of Christians as an expression of caritas in the city is thus outlined. The city, or polis, is not the perfect environment, but it is vital for all, whether they are aware of it or not.

This is the background for the international association Carità Politica (Political Charity) founded in 1993 by Alfredo Luciani and recognised by the Holy See since 1996 with a document signed by the unforgettable Cardinal Eduardo Pironio, in charge of the lay people's curial body. The activity of this association, of lay origin, has been followed since its beginnings (already in 1992, but under a different name) by L'Osservatore Romano (the daily newspaper of Vatican City State), also founded, and always directed, by lay people, and defined as "political-moral newspaper" in 1861, with a programmatic wording that soon became, and since then still is "daily political-religious newspaper". This interest of the Holy See's daily newspaper is testified by the news, documents and articles now collected in this book.

As well as the name of President Luciani, in these texts those of some ecclesiastics appear too: Giuseppe Molinari, former Bishop of Rieti and Archbishop of L'Aquila, the Jesuits Joseph Joblin and GianPaolo Salvini, who has been director of Civiltà Cattolica (Catholic Civilization) for over 25 years. And along with the cardinal secretaries of state and other prelates (Vincenzo Fagiolo, Pio Laghi, Jean-Louis Tauran) there are a great number of ambassadors, confirming the interest in the association by diplomacy (as well as the signatures of the journalists from L’Osservatore Romano, especially the Franciscan Gino Concetti and Piero Amici). There are many widely-interest subjects, but those about promotion of peace and support for the family stand out above all, as well as of course the vocation of politics as a service in favour of the only human family. To promote the culture of meeting, so often mentioned by the Pope in recent years, in perfect harmony with the approach constantly pursued and developed by the Holy See and its representatives in the world.
